About The Founder

Most federal contractors come from one corner of the government ecosystem — a procurement office, a defense contractor, or a policy shop. Dragan Pecirep has worked from inside all of them.

He survived combat at a forward operating base in Afghanistan. He managed congressional reporting from inside a VA research center. He represented veterans before federal legal bodies. And for the past six years, he has built and operated a licensed outpatient psychotherapy practice from the ground up.

Federal procurement is not just paperwork and bids — it demands relationships, discipline, and an understanding of how agencies actually work. Few people have earned that understanding the way Dragan has.

Trained Under Fire

Dragan served as an Infantry Sergeant in the U.S. Army National Guard from 2001 to 2008, including combat deployments to Afghanistan. He was awarded a Purple Heart, the Combat Infantry Badge, and a Special Forces Combat Patch for direct support of Special Forces operations at FOB Ripley. Military service at that level forged the ability to execute under pressure, lead through ambiguity, and deliver when the margin for error is zero.

Before founding Meridian Vanguard, Dragan worked in Washington, D.C. serving Congressman Donald Sherwood, Congressman Rob Simmons, and Senator Joe Lieberman.

In 2020, Dragan founded Beacon Counseling, LLC, a licensed outpatient psychotherapy practice. He built the organization from the ground up, managing:
